Profile of the “PIAS” project in the Republic Tajikistan
(The Project for Improvement of Agricultural Extension Service through Reinforcing Agrarian Organizations in the Republic Tajikistan)
Background
Tajikistan is an agricultural country which produces cotton, wheat, fruits, and vegetables. Abundant water, sunshine, and suitable climate conditions in this country provide rich agricultural production. As a result, more than 67% of population is engaged in agriculture.
Collective farms have been reorganized to individual Dehkan farms throughout Tajikistan following the collapse of the Soviet Union. As of 2009, there are more than 40,000 Dehkan farms in existence. Although?Dehkan farms are independent, they do not have adequate means for managing their land due to the lack of machinery and agricultural materials, inadequate transportation and vehicles, in addition to a deficit of information about agriculture. Official assistance for farmers is limited in this country.
However, several research institutions exist in the agricultural sector and agricultural extension service in this country has historically not developed because farmers have worked in collective farms like laborers.
The PIAS project was planed focusing on agricultural extension service and Association of Dehkan Farms, which is defined as “Law of Dehkan farms” due to limitations in the country.
1. Main Goal
• Improve agricultural extension service in Tajikistan through reinforcing the NADF (National Association of Dehkan Farmers) and ADFs ( Local Association of Dehkan Farmers )
• Make a prototype of an Agrarian Organization (Association of Dehkan Farmers) to provide comprehensive agricultural services for the Dehkan Farmers.
• Strengthen the capacity of the NADF and selected ADFs(The area departed from Dushanbe within 1and half hours) for supporting Dehkan Farmers

4. Administrative Structure of PIAS project
PIAS project is a JICA technical cooperation project and funtions through mutual cooperation between the Tajik and Japanese government. Decision making in the project is formally conducted in theJoint Coordination Committee (JCC). The Working Group was established to enable persons concerned and PIAS to discuss issues about farmers and agriculture frequently and without delay.

4.Main Activities
• Conduct technical trainings mainly in the selected area.
• Make and improve textbooks and training tools.
• Improve the Internet Agricultural Information System.
• Conduct experimental projects, such as rental tractors, seed-fund, small scale food processing and group purchase of agricultural materials, in pilot ADFs.

5. Brief information about implemented activities by “PIAS” (from March to December, 2010)
• Specialists from MoA, NADF, JICA Tajikistan office and “PIAS” conducted a baseline survey for ADFs and DFs in 10 districts of Khatlon region and Central Subordination Regions. On the base of established criteria were selected 3 pilot ADFs in Rudaki, Fayzobod and Dangara districts.
• Through NADF to these 3 Pilot ADFs ware donated agriculture machineries for total amount of 131 440 USD., such as: 4 tractors , 1 trailer, 3 ploughs, 1 grass cutter ,1 wheat seeding machine, 1 baler machine, 1 chisel, 2 sprayers (for orchards & for other crops), 6 Mini mill machines. Also within the framework of “PIAS” Project, 3 pilot ADFs will propagate two high quality varieties of wheat seed, including fertilizer for the forthcoming years.
• Under this project in 12 districts of Khatlon region and Central Subordination Regions with involvement of trainers from Tajik Agrarian University were conducted trainings. During these trainings participants are provided with important manuals, textbooks and materials in field of agriculture sector.
